January 29, 2010 – Chattanooga Housing Authority officials have selected Philippe Lindsay as the agency’s new chief financial officer. A certified public accountant, Lindsay has more than 15 years of experience in the areas of auditing, tax and accounting with a special interest in affordable housing authority operations and audits funded by the U.S. Department of Housing and Urban Development.

“For nearly two years, Philippe has been a tremendous support to CHA as a financial consultant – helping our agency tunnel through some challenging times,” said CHA Executive Director Betsy McCright. “He’s guided us on ways to streamline our various budgets, and his keen awareness of HUD rules and regulations will only enhance our fiscal operations. We’re very fortunate to have him on our team as a full-time player.”

Lindsay joined CHA earlier this month after working as a principal for Rector, Lindsay & Reeder, P.C. in Snellville, Ga. He has also served as director of finance for two public housing authorities in Stamford, Conn. and Alexandria, Va., and coordinated a successful $6.7 million HOPE VI federal grant for the Alexandria Housing Authority in 1998.

“I’m looking forward to working with CHA’s executive director, Board of Commissioners and other staff as we continue to build fiscal soundness,” Lindsay said. “I’m impressed with the progress CHA has made over the past 18 months, and believe the future holds great things for this agency and the families it serves.”

Lindsay earned a bachelor’s degree from the University of Georgia, and a master’s degree in business administration from Auburn University. He replaces former CFO John Coxwell, who left the agency last year to focus on consulting.
