The Chattanooga Housing Authority (CHA) is currently soliciting bids for the services of a GENERAL CONTRACTOR for the renovation of specific housing units of the Emma Wheeler
Homes Complex. Bids, in duplicate, will be received until 2:00 p.m., Monday, November 7’th, 2011, at the Development Department, Chattanooga Housing Authority, 801 N Holtzclaw Avenue, Chattanooga, TN 37404, at which time and place all bids will be publicly opened and read aloud. A pre-bid meeting will be held at the above location on Tuesday, October 25th, 2011 at 10:00 a.m. at Emma Wheeler Homes, Central Office, located at 4900 Edinburg Drive., Chattanooga, TN 37404. Due to the nature of this pilot project, attendance is strongly recommended and the project manager for CHA will be present.
Drawings, specifications, and bid documents will be available after 2:00 p.m. on October 17th, 2011 at ACT Print Division, LLC, 109 Signal Mountain Road, Chattanooga Tennessee 37405; (423) 664-4164; www.chattanoogaplanroom.com. A non-refundable printing fee payable to ACT Print Division,LLC must be remitted when drawings are obtained.

All bidders must register at the office of Elemi Architects, LLC, upon receiving drawings, specifications, and bid documents. General Contractor name and contact information (email address or fax number) will be required. Addendum, RFI responses, clarifications, and any other additional information regarding the bid documents will be distributed to the registered list of bidders ONLY. A bid bond of 5% must accompany any bid greater than $100,000, either by cashier’s check, certified check, bank draft, U.S. government bonds at par value, bid bond secured by an authorized Surety Company, or other guaranteed negotiable instrument acceptable to CHA, as a guarantee that if the bid is accepted, a contract will be entered into within ten (10) days after notice of award and approval by the CHA Board and HUD, as required.
Bids, in duplicate, must be submitted in a sealed envelope plainly marked as follows: “CHA Solicitation# D-354-08; Emma Wheeler Homes – Pilot Rehab”
The following information must also be present on the outside of the envelope: Bidder’s name, state license number and its expiration date; name of electrical, plumbing, heating, ventilation, and air conditioning subcontractors and their respective state license numbers and expiration dates, and the date and time of bid opening.
Each contractor submitting a proposal must hold a license to operate in the State of Tennessee. All contractors and subcontractors must be licensed in accordance with TCA §62-6-119. No bid may be withdrawn for a period of one hundred twenty (120) days from the above-stated bid date. CHA reserves the right to reject any and all bids or to waive any informalities in the bids. Attention is called to the provisions for Equal Employment Opportunity. Davis Bacon wage rates, as set forth in the specifications, are the prevailing wage rates for this project.
The successful bidder(s) (for bids greater than $100,000) will be required to furnish and pay for a satisfactory Payment and Performance Bond and a Labor and Materials Bond. Each bidder shall accompany his bid with a signed certificate from a Surety Company acceptable to the Owner stating that such surety will provide the bidder, if awarded the Contract, with required Bonds.
