Eddie F. Holmes
Eddie F. Holmes is Chairman of CHA’s Board of Commissioners. He retired from the Tennessee Valley Authority after contributing more than 33 years of service. He also served as past president of the Chattanooga-Hamilton County Branch of the National Association for the Advancement of Colored People, and is currently Vice President for the Tennessee State Conference of NAACP Branches. He successfully established two programs during his tenure with the local NAACP Branch – the Back-To-School/Stay-In-School Programs for Hamilton County Schools and the Academic, Cultural, Technology, and Scientific Olympic Program. ACT-SO is a yearlong enrichment program designed to reward students who excel in academics and the arts. Chairman Holmes has received numerous honors and awards including the Medgar Evers Leadership Award. He and his wife, Fannie, attend New United Church and have one daughter.
James (Jim) Sattler
James (Jim) Sattler serves as Vice Chairman of CHA’s Board of Commissioners. He is CEO and Chairman of EMJ Corporation, one of the top commercial general contracting firms in the United States, and Signal Wind Energy, LLC, an alternate energy source construction firm. EMJ specializes in the construction of malls, lifestyle centers and retail space, commercial office buildings and distribution centers. EMJ maintains offices in Boston, Chattanooga, Dallas and Sacramento. Commissioner Sattler earned a bachelor’s degree in accounting from Ferris State University in Big Rapids, Mich. He is affiliated with numerous Boards including the Chattanooga Area Chamber of Commerce, SunTrust Bank, American Institute of Certified Public Accountants, Front Porch Alliance, Christian Network Team, University of Tennessee Council, Junior Achievement and Athletes in Action, a division of Campus Crusaders for Christ. He is a member of City Church of Chattanooga and is active in a discipleship ministry called Tres Dias. Commissioner Sattler enjoys playing golf, bird hunting and spending time with his family at the lake. He and his wife, Lynda, live in North Chattanooga and have four children and six grandchildren.
Molly Cooper
Molly Cooper is a Political Consultant and Office Manager for Hall and Associates, LLC. She earned her bachelor’s degree in psychology from the University of Tennessee-Chattanooga, graduating with honors. Commissioner Cooper is the Assistant Youth Director at Grace Episcopal Church, and is active on several local Boards including Girls Inc., Brainerd Unity Group, JFC Club and the Southeast Tennessee Political Action Committee. In 2009, she was named SETPAC’s Member of the Year. She is a huge Mocs basketball fan, and enjoys relaxing with yoga. Commissioner Cooper and her husband, Scott, have one daughter.
Consuelo (Connie) O’Neal
Consuelo (Connie) O’Neal serves as Director for Family Services for Habitat for Humanity of Greater Chattanooga. She assumed this role after retiring from Chattanooga State Technical Community College as Vice President of Student Affairs after nearly 30 years. She is also a retiree of the State of Tennessee and Tennessee Board of Regents where she worked for 33 years. Commissioner O’Neal earned both her bachelor’s and master’s degrees from Memphis State University. She also performed post-graduate work at the University of Tennessee. She serves on the City of Chattanooga’s Head Start/Early Start Policy Council. In her free time, she enjoys mentoring youth, reading, attending theatrical and musical performances and shopping – with an eye for vintage apparel. Commissioner O’Neal and her husband, Bruce, have two children.
Betty Robinson
Betty Robinson serves as the CHA Board’s Resident Commissioner. She resides at Mary Walker Towers, one of CHA’s senior housing communities, and is also active with the site’s Resident Association. Commissioner Roberts is a Howard High School graduate, Class of 1954. At New Emmanuel Missionary Baptist, she oversees the Women’s Ministry and serves as the Sunday School Superintendent. She is retired from Erlanger Hospital, and loves reading in her free time. Commissioner Robinson is a proud mother of five children, sixteen grandchildren and five great-grandchildren.
Wilbert Roberts
Wilbert Roberts retired from the Chattanooga Public Schools after serving 32 years in several capacities – including as a teacher, principal and administrator. He was affiliated with numerous professional education associations, as well as the Chattanooga Hamilton County Retired Teachers Association. Commissioner Roberts earned both bachelor’s and master’s degrees in education from Tennessee State University in Nashville. In his free time, he enjoys reading, fishing and spending time with family and friends.
Jim Steffes
Jim Steffes is a Certified Public Accountant with more than 20 years experience in the public sector. He is employed by Barto, Hoss & Company, P.C. His professional experience is primarily in the area of audit with a concentration in the nonprofit and construction industries. Commissioner Steffes has been active on many local boards and committees including AAA Women’s Services, Spirit of Elijah Ministries, Association of Government Accountants and Hiawatha Estates Homeowners Association. He is currently a co-director of the Chattanooga Cross Country League and coaches the home school cross-country teams for elementary, middle and high school levels. He is a graduate of California State University-Long Beach, and earned bachelor’s degrees in accounting and management. Commissioner Steffes and his wife, Kathi, live in Ooltewah and have five children.
