Bid documents must be submitted in a sealed envelope and plainly marked “Bid Documents, Sale of Depreciated/Surplus Vehicles, Solicitation #O-308-00, Due: Sept. 15, 2010, 4:00 pm.”
The vehicles are being sold “As Is-Where Is” and will be made available for inspection at the above address between 4:00 and 6:00 pm on Thur., Sept. 9 and Mon., Sept. 13. CHA has established a Minimum Bid Value for each vehicle or lot of vehicles as listed in the bid documents, which may be obtained from CHA’s Procurement Department or from CHA’s website.

CHATTANOOGA HOUSING AUTHORITY
The Chattanooga Housing Authority (CHA) announces the availability of its Five-Year and 2011 Annual Agency Plan for public inspection and comment as of 4:00 PM EDT, Thursday, August 5, 2010, at the CHA Central Office at 801 North Holtzclaw Avenue, or download from our website below.
The plan has been broken down into 4 parts to make the download faster. All parts are in .PDF format.

A subsequent public hearing will be held with CHA’s Board of Commissioners in September at a date and time to be announced. Upon adoption by the CHA Board of Commissioners, the Agency Plan will serve as a business plan for all facets of CHA operations and policy.

The Chattanooga Housing Authority (CHA) is seeking proposals from qualified firms to provide Independent Public Accountant Annual Audit Services.
Proposals, in triplicate, will be received at the Central Office of the Chattanooga Housing Authority, 801 N. Holtzclaw Ave., Chattanooga, Tennessee 37404, until 4:00 P.M. EDT Wednesday, August 4, 2010. Proposals must be submitted in a sealed envelope and plainly marked, “Solicitation #F-310-00, Request for Proposals for IPA Annual Audit Services.”
A Presubmission Conference will be held at 2:00 p.m. EDT on Thursday, July 22, 2010 at CHA’s Central Office address above. Offerors are strongly encouraged to attend.

Chattanooga Housing Authority Moving Full Speed Ahead
On $4.5 Million Fairmount Development
June 16, 2010 – Chattanooga Housing Authority officials will have a bid opening on June 30 for its Fairmount Avenue development, which has an estimated total development cost of $4.5 million. The North Chattanooga-area housing complex is being designed to comply with Enterprise Green Communities criteria, which address specific aspects of design, development and operations such as energy efficiency and the use of materials beneficial to the environment.
“CHA is not only continuing to carry out our mission of providing safe, sanitary and affordable housing with Fairmount, but we’re aggressively seeking LEED certification through the U.S. Green Building Council to make this community as environmentally-friendly as possible,” said Naveed Minhas, CHA’s vice president of development.
Leadership in Energy & Environmental Design is an internationally recognized green building certification system, providing third-party verification that a building or community was designed and built using strategies aimed at improving performance across specific metrics.
The 18-unit, 23,000 square-feet Fairmount development is being designed by a local firm, Hefferlin + Kronenberg Architects. It will feature nine three-bedroom units and nine two-bedroom units. Minhas said the building’s exterior will be clad with white lapboard siding, and will incorporate energy efficient windows and doors while the interior design will boast of stained concrete floors and environmentally friendly linoleum flooring, as well as wood veneer cabinetry.
The townhome-style development will also include Kynar-coated standing seam metal roofs. “The roofing facing south of the development will incorporate photovoltaic panels to provide 10 percent of the site’s total estimated energy demand,” Minhas said. He added that the rainwater collected from the roofs will be diverted to an underground cistern and reused on the site as irrigation for all the landscaping, which consists of either native or non-invasive plant species.
Officials added that the Fairmount development will also have three all-weather pathways leading down from the housing site and connecting to Dallas Road, Mississippi Avenue and Forest Avenue. This will provide residents and the surrounding neighborhood with better access to adjacent amenities.
CHA Executive Director Elizabeth F. McCright said an important component of the Fairmount development is an upward mobility plan for the residents living there.
“We want to attract working families and other residents who are willing to take part in our Family Self-Sufficiency Program,” Mrs. McCright said. “Through FSS, we will help residents set short-term and long-term goals in terms of employment, education and even homeownership.”
A North Chattanooga area residents’ group is also on board with the Fairmount development.
“We are very pleased that the Chattanooga Housing Authority and the City, especially Mayor Ron Littlefield and Councilwoman Deborah Scott, worked with us over the last year to develop a project that should serve CHA residents well, and respects the many concerns expressed by residents of the surrounding neighborhood,” said Pete Lapina of Friends of Fairmount. “We look forward to watching this project proceed as it has been described by CHA, and meeting our new neighbors once the project is completed.”
CHA was awarded a $3.9 million grant from the U.S. Department of Housing and Urban Development to demolish the existing Fairmount Avenue Apartments and build 18 townhomes on the property. In addition to these federal funds, CHA and the City of Chattanooga will provide additional funding. Officials expect construction to start in early September with a tentative completion date of March 2012.

The Chattanooga Housing Authority (CHA) is currently soliciting bids for contractor services for renovation of a fire damaged administration building located at College Hill Courts. Bids, in duplicate, will be received until 2:00 pm, June 15, 2010, at the Development Department, Chattanooga Housing Authority, 801 N Holtzclaw Avenue, Chattanooga, TN 37404, at which time and place all bids will be publicly opened and read aloud in the Board Room.
Detailed specifications and bid documents will be available between the hours of 9:00 a.m. and 4:00 p.m. at the CHA Central Office in the Development Department, 801 N. Holtzclaw Avenue, Chattanooga, Tennessee 37404 beginning on Tuesday, June 1, 2010.
A Pre-Bid Conference will be held at the College Hill Courts administration building located at 1300 Grove Street, Chattanooga, TN. 37402 for interested bidders at 10:00 am, Tuesday, June 8, 2010. Meet in front of the subject administration building.
Bid documents may also be examined in the City of Chattanooga at the offices of F. W. Dodge Reports, Chattanooga Builders’ Exchange, Associated General Contractors, and the Tennessee Multicultural Chamber of Commerce.
Bids, in duplicate, must be submitted in a sealed envelope plainly marked “Solicitation #D-307-01, IFB for Contract for Renovation of Fire Damaged Administration Building at College Hill Courts”. Bidder’s name, state license number and its expiration date must be shown on the envelope, along with the date and time of bid opening otherwise the bid envelope will not be opened.
Each contractor submitting a proposal must hold a license to operate in the State of Tennessee. All contractors and subcontractors must be licensed in accordance with TCA §62-6-119.
A bid bond of 5% must accompany any bid greater than $100,000 either by cashier’s check, certified check, bank draft, U.S. government bonds at par value, bid bond secured by an authorized Surety Company, or other guaranteed negotiable instrument acceptable to CHA, as a guarantee that if the bid is accepted, a contract will be entered into within ten (10) days after notice of award and approval by the CHA Board and HUD, as required.
No bid may be withdrawn for a period of ninety (90) days from the above-stated bid date.
CHA reserves the right to reject any and all bids or to waive any informalities in the bids.
Attention is called to the provisions for Section 3 hiring and equal employment opportunity, and payment of not less than the minimum salaries and wages as set forth in the specifications must be paid on this project.
For Bids greater than $100,000 the successful bidder will be required to furnish and pay for a satisfactory Performance Bond and a Labor and Materials Bond. Each bidder shall accompany his bid with a signed certificate from a Surety Company acceptable to the Owner stating that such surety will be provided the bidder, if awarded the Contract, with required Bonds.
