CHATTANOOGA HOUSING AUTHORITY
The Chattanooga Housing Authority (CHA) announces the availability of its Five-Year and 2011 Annual Agency Plan for public inspection and comment as of 4:00 PM EDT, Thursday, August 5, 2010, at the CHA Central Office at 801 North Holtzclaw Avenue, or download from our website below.
The plan has been broken down into 4 parts to make the download faster. All parts are in .PDF format.

Copies of the Plan will also be available for review at all CHA development offices, the Office of the Mayor of Chattanooga, the City of Chattanooga Office of Economic & Community Development, and the Bicentennial Library as of 4:00 PM EDT Friday, August 6, 2010.
A subsequent public hearing will be held with CHA’s Board of Commissioners in September at a date and time to be announced. Upon adoption by the CHA Board of Commissioners, the Agency Plan will serve as a business plan for all facets of CHA operations and policy.

Chattanooga Housing Authority Moving Full Speed Ahead
On $4.5 Million Fairmount Development
June 16, 2010 – Chattanooga Housing Authority officials will have a bid opening on June 30 for its Fairmount Avenue development, which has an estimated total development cost of $4.5 million. The North Chattanooga-area housing complex is being designed to comply with Enterprise Green Communities criteria, which address specific aspects of design, development and operations such as energy efficiency and the use of materials beneficial to the environment.
“CHA is not only continuing to carry out our mission of providing safe, sanitary and affordable housing with Fairmount, but we’re aggressively seeking LEED certification through the U.S. Green Building Council to make this community as environmentally-friendly as possible,” said Naveed Minhas, CHA’s vice president of development.
Leadership in Energy & Environmental Design is an internationally recognized green building certification system, providing third-party verification that a building or community was designed and built using strategies aimed at improving performance across specific metrics.
The 18-unit, 23,000 square-feet Fairmount development is being designed by a local firm, Hefferlin + Kronenberg Architects. It will feature nine three-bedroom units and nine two-bedroom units. Minhas said the building’s exterior will be clad with white lapboard siding, and will incorporate energy efficient windows and doors while the interior design will boast of stained concrete floors and environmentally friendly linoleum flooring, as well as wood veneer cabinetry.
The townhome-style development will also include Kynar-coated standing seam metal roofs. “The roofing facing south of the development will incorporate photovoltaic panels to provide 10 percent of the site’s total estimated energy demand,” Minhas said. He added that the rainwater collected from the roofs will be diverted to an underground cistern and reused on the site as irrigation for all the landscaping, which consists of either native or non-invasive plant species.
Officials added that the Fairmount development will also have three all-weather pathways leading down from the housing site and connecting to Dallas Road, Mississippi Avenue and Forest Avenue. This will provide residents and the surrounding neighborhood with better access to adjacent amenities.
CHA Executive Director Elizabeth F. McCright said an important component of the Fairmount development is an upward mobility plan for the residents living there.
“We want to attract working families and other residents who are willing to take part in our Family Self-Sufficiency Program,” Mrs. McCright said. “Through FSS, we will help residents set short-term and long-term goals in terms of employment, education and even homeownership.”
A North Chattanooga area residents’ group is also on board with the Fairmount development.
“We are very pleased that the Chattanooga Housing Authority and the City, especially Mayor Ron Littlefield and Councilwoman Deborah Scott, worked with us over the last year to develop a project that should serve CHA residents well, and respects the many concerns expressed by residents of the surrounding neighborhood,” said Pete Lapina of Friends of Fairmount. “We look forward to watching this project proceed as it has been described by CHA, and meeting our new neighbors once the project is completed.”
CHA was awarded a $3.9 million grant from the U.S. Department of Housing and Urban Development to demolish the existing Fairmount Avenue Apartments and build 18 townhomes on the property. In addition to these federal funds, CHA and the City of Chattanooga will provide additional funding. Officials expect construction to start in early September with a tentative completion date of March 2012.

The Chattanooga Alumnae Chapter of Delta Sigma Theta Sorority Inc. and the Chattanooga Housing Authority’s Neighborhood Networks Program are hosting the Delta Challenge: DST’s Homeownership 2010 Initiative Seminar. This event, which targets anyone interested in becoming a first-time homebuyer, will take place Saturday, June 5, from 11 a.m.-2 p.m. at CHA’s central office located at 801 N. Holtzclaw Ave. A continental breakfast will be served at 10 a.m.
Lori Jones Gibbs, vice president of affordable housing/industry affairs for Genworth Financial’s mortgage business in the Raleigh-Durham, N.C. area will be the keynote speaker. Ms. Gibbs, who is a Delta, was reared in public housing from the age of 5 until she graduated from college. She obtained a bachelor’s degree from the University of Connecticut and a master’s from the University of Bridgeport. At Genworth Financial, she is responsible for developing strategies to increase homeownership in diverse, underserved markets nationwide.
Guests attending the seminar will have an opportunity to speak with mortgage lenders, realtors and nonprofit agency reps about available homeownership assistance. A continental breakfast and catered luncheon will also be available.
Ruby Key, the East Tennessee state coordinator for Delta Sigma Theta’s Homeownership Initiative, contacted CHA officials about partnering with the sorority to host the event. “We are a public service sorority, and we felt it was important to reach out to those communities that are sometimes viewed by society as unreachable,” Mrs. Key said. “June is also National Homeownership Month, so the timing for this seminar is perfect.”
CHA has homeownership programs designed for residents living in public housing and for Housing Choice Voucher Program (Section 8) participants. Since 2000, CHA has assisted 34 clients in becoming homeowners. Carol Johnson, project coordinator for the agency’s Neighborhood Networks Program, said she hopes the June 5th seminar empowers even more residents.
“We sent a direct mailing to more than 600 of our clients to inform them about this opportunity,” Mrs. Johnson said. “We wanted to let families with low to moderate incomes know that becoming a homeowner is possible. And what better person to bring home that message than someone who’s walked in their shoes?”
CHA was awarded a $400,000 Neighborhood Networks grant from the U.S. Department of Housing and Urban Development to create a technology center to assist public housing residents. The Neighborhood Networks lab is located at Greenwood Terrace Apartments.
Mrs. Johnson said CHA is excited to be working with the Deltas on this homeownership project, and she hopes to continue the partnership. “This is allowing CHA to not only reach out to the clients we serve, but to the community at large,” she said.
Co-sponsors for the Homeownership 2010 Initiative Seminar are Habitat for Humanity of Greater Chattanooga Inc., Key Bonding, Olivet Baptist Church and Greater Second Baptist Church. Other partners include Wells Fargo, State Farm, Chattanooga Neighborhood Enterprise and the Chattanooga Community Housing Development Organization.

The event will take place on Saturday, June 5, from 11 a.m. – 2 p.m. at CHA’s central office located at 801 N. Holtzclaw Ave. Homeownership/financial expert Lori Jones Gibbs of North Carolina will be the keynote speaker.

4/19/2010 – Mary Walker Towers Throws 100th Birthday Bash for Longtime Resident Pauline Long

The residents and staff at Mary Walker Towers are planning a 100th birthday bash for longtime resident Pauline Long. The celebration will take place Tuesday, April 20, at 2:30 p.m. at the elderly housing community located at 2501 S. Market Street.
Sen. Andy Berke and other special guests are expected to be on hand to extend birthday well-wishes to Ms. Long, who has lived at Mary Walker Towers for more than 30 years. Partygoers will also enjoy a dinner complete with a centennial birthday cake.
“We really want to show Ms. Long how much we love and appreciate her,” said Betty Robinson, a fellow Mary Walker Towers resident and Resident Commissioner on the Chattanooga Housing Authority Board. “We all think so highly of her, and we’re just grateful to be a part of her special day.”
Mary Walker Towers is one of 18 public housing sites owned and/or managed by CHA.

HUD AWARDS OVER $875 THOUSAND IN GRANTS TO HELP LOW-INCOME FAMILIES ACROSS TENNESSEE RECEIVE JOB TRAINING, EMPLOYMENT
NASHVILLE – U.S. Housing and Urban Development Secretary Shaun Donovan announced today that public housing agencies across the U.S., Guam and Puerto Rico will receive nearly $49.3 million to provide low-income people with the necessary job training to put them on a path toward self-sufficiency.
Public housing authorities in the state of Tennessee will receive $875,531.
Funded through HUD’s Housing Choice Voucher Family Self-Sufficiency Program (HCV/FSS), the grants allow public housing agencies (PHAs) to work with welfare agencies, schools, businesses, and other local partners to develop a comprehensive program to help participating individuals develop the skills and experience to enable them to obtain jobs that pay a living wage.
“In today’s economy, this program is needed more than ever to help families obtain the skills that lead to jobs,” said Donovan. “On the heals of President Obama signing the jobs bill that will boost job creation, I’m pleased HUD is providing this funding to local housing authorities that will keep caseworkers on the job to assist families in HUD’s voucher program find employment.”
Local housing authorities use the funding to hire family self-sufficiency coordinators to link adults in the Housing Choice Voucher program to local organizations that provide job training, childcare, counseling, transportation and job placement. These housing authorities can also hire coordinators to help families get homeownership counseling.
Participants in the HCV/FSS program sign a contract that requires the head of the household will get a job and the family will no longer receive welfare assistance at the end of the five-year term. As the family’s income rises, a portion of that increased income is deposited in an interest-bearing escrow account. If the family completes its FSS contract, the family receives the escrow funds that it can use for any purpose, including a down payment on a home, paying educational expenses, starting a business or paying back debts.

Chattanooga Housing Authority Reopens Waiting List For Scattered Sites
March 30, 2010 – The Chattanooga Housing Authority will reopen the waiting list for its Scattered Sites on April 15. The Scattered Sites include Glenwood Heights East (Judson Lane), Missionary Heights Apartments, Edward Steiner Apartments and Woodside Avenue Apartments.
Applicants may apply for housing at Greenwood Terrace, located at 3056 Dee Drive, from 8:30 a.m.-5 p.m., Monday-Friday. Call (423) 752-4191 for more information.
