1.0 SITE INFORMATION: Most lots are located in and around The Villages at Alton Park. There are additional single lots at 3515 Ohls Avenue and 1806 Wilson Street. A full listing of the lots and maps are included with this solicitation.
The Chattanooga Housing Authority (CHA or HA) is requesting qualified firms or individuals to submit quotes for the grass mowing and trimming of fifty-two (52) vacant lots. Fifty (50) of the lots are in close proximity to each other in and around The Villages at Alton Park. The fifty (50) lots total approximately 6.3 acres. All work must be of a professional standard. See the attached list and maps.
The HA reserves the right to reject any or all proposals, to waive any informality in the quote process, or to terminate the quote process at any time, if deemed by the HA to be in its best interests.
Although the HA intends to award one single contract, the HA reserves the right to make a partial award, split award, or no award at all. The HA will select the firm(s) or individual(s) submitting the lowest responsible and responsive quoted price(s) for the work which is based on compliance with this notice and addenda.

CHATTANOOGA HOUSING AUTHORITY
The Chattanooga Housing Authority (CHA) is currently soliciting bids for GENERAL CONTRACTOR(S) services for a Phase Five portion of renovations encompassing eight (6) separate contracts which include thirty-eight (38) specific residential units within the Emma Wheeler Homes Complex.
Bids, in duplicate, will be received until 2:00 p.m., Wednesday, May 29th, 2013, at the Development Department, Chattanooga Housing Authority, 801 N Holtzclaw Avenue, Chattanooga, TN 37404, at which time and place all bids will be publicly opened and read aloud.
A pre-bid meeting will be held on Tuesday, May 21st, 2013, at 10:00 a.m. in the Gymnasium of the Community Building at Emma Wheeler Homes, located at 4900 Edingburg Drive., Chattanooga, TN 37410. Specific units will also be available for viewing at that time. The project manager for CHA will be present. Due to the extent of this project, recorded attendance from a qualified representative is strongly recommended in order to submit a qualified bid.
Drawings, specifications, and bid documents will be available after 2:00 p.m. on Monday, May 13th, 2013 at ACT Print Division, LLC, 109 Signal Mountain Road, Chattanooga Tennessee 37405; (423) 664-4164; www.chattanoogaplanroom.com. A non-refundable printing fee payable to ACT Print Division,LLC must be remitted when drawings are obtained.

Bids, in duplicate, must be submitted in a sealed envelope plainly marked as follows:
The following information must also be present on the outside of the envelope: Bidder’s name, state license number and its expiration date; name of electrical, plumbing, heating, ventilation, and air conditioning subcontractors and their respective state license numbers and expiration dates, and the date and time of bid opening. This information is outlined at the end of the Bid Form in the project specifications.
Each contractor submitting a proposal must hold a license to operate in the State of Tennessee. All contractors and subcontractors must be licensed in accordance with TCA §62-6-119. Bids must be submitted according to the “Instructions to Bidders”.
No bid may be withdrawn for a period of one hundred eighty (180) days from the above-stated bid date. CHA reserves the right to reject any and all bids or to waive any abnormalities in the bids.
Attention is called to the provisions for Equal Employment Opportunity. Davis Bacon wage rates, as set forth in the specifications, are the prevailing wage rates for this project.
A Bid Bond will be required for contracts that are more than $100,000. The successful bidder(s) for projects over $100,000 will be required to furnish and pay for a satisfactory Payment and Performance Bond and a Labor and Materials Bond. When a Payment and Performance Bond is required or applicable, the actual cost of the Payment and Performance Bond will be reimbursed to the contractor(s) by CHA. Each bidder of a contract totaling greater than $100,000 shall accompany his / her bid with a signed certificate from a Surety Company acceptable to the Owner stating that such surety will provide the bidder, if awarded the Contract, with required Payment and Performance Bonds.
