The CHA plans to create a new waiting list for the Housing Choice Voucher Program through
the use of a lottery system. The following guidelines will be followed in the acceptance of
Preliminary Applications for the lottery system and the ultimate creation of the waiting list.
You may apply online from any location that has internet access including your
smartphone by clicking on the code at the bottom of this page. You do not have to
come into the Chattanooga Housing Authority to apply. You will need a Gmail account
to access the application. If you do not have a Gmail account you will be prompted to set
one up…it is free.

The CHA will make available the online Preliminary Application on Thursday, February 9,
2023 at 12:01 am EST (Eastern Standard Time). Applications will be accepted through
Thursday, February 9, 2023 at 11:59 pm EST. The link to the online Preliminary
Application will be available on the CHA’s website at www.chahousing.org. PAPER
APPLICATIONS WILL NOT BE AVAILABLE AND WILL NOT BE ACCEPTED. WE ARE
ONLY ACCEPTING ONLINE APPLICATIONS.

There will be computers and assistance available at the Chattanooga Housing Authority
office located at 801 N Holtzclaw Avenue from 9:00 am EST to 6:00 pm EST on Thursday,
February 9, 2023. Also, below is a listing of a few of the many public facilities where
computer access is available:

computer access. If you do not have a library card, there is a $1 fee for use of the
computer)

With this type of lottery system, the order of the application on the waiting list will be
determined by random selection through 3 rd party software. Once sorting has been
completed, the applicants who have randomly been assigned numbers 1 - 1,000 will be
placed on the HCVP waiting list. The remaining applications will be discarded. Those who
are not placed on the waiting list will need to re-apply to our waiting list once we begin
accepting new applications again. On Thursday, February 16, 2023 @ 12:00 pm EST (noon)
the CHA will post the 1,000 waiting list applicants in the order that they were randomly
selected. The listing will be posted using a unique identifier (the first and last initials and the
last 4 digits of the social security number of the head of household) that you will be requested
to give during the application process. IF YOU DO NOT SEE YOUR UNIQUE IDENTIFIER

WITH A WAITING LIST NUMBER POSTED ON THE WEBSITE ON Thursday, February 16,
2023, THIS MEANS YOU WERE NOT SELECTED FOR OUR WAITING LIST. Your
application has been discarded and you will need to re-apply to our waiting list once we begin
accepting new applications again.

 

Please make sure to note this information so you will have it when the waiting list is posted. THERE WILL ALSO BE A PAPER LISTING IN OUR LOBBY OF THE 1,000 UNIQUE IDENTIFIERS THAT WERE CHOSEN FOR OUR LOTTERY WAITING LIST AS OF THURSDAY, FEBRUARY 16, 2023 @ 12:00 PM EST (NOON).

Once you submit your application, put your google id, password, email address and unique
waiting list identifier in a safe place so you will not lose it.

Note: Any changes in address after submission of preliminary application must be submitted
in writing in our office located at 801 N Holtzclaw Avenue. A photo id must be provided when
address change is submitted.

If at the time that your application is processed for a voucher invitation you have not updated
your address and you miss both scheduled appointments for this reason, your waiting list
application will be withdrawn. Make sure to report your changed address as soon as you
move to prevent your application from being withdrawn.

Each applicant may submit only ONE Preliminary Application for the CHA’s lottery. If the
CHA receives more than one Preliminary Application for an applicant, then that applicant will
be disqualified from participation in the lottery.

Please keep in mind that if you reside outside of Hamilton County, Tennessee at the time of
waiting list application, you must use the voucher in Hamilton County, Tennessee for the first
year before you can take it outside of our jurisdiction. If you reside in Hamilton County,
Tennessee at the time of waiting list application but move outside our jurisdiction, you can
use that voucher outside our jurisdiction at the point of voucher issuance.
