HOUSING CHOICE VOUCHER PROGRAM (HCVP)

PROJECT-BASED ASSISTANCE FOR EXISTING HOUSING UNITS


     The Chattanooga Housing Authority (CHA) has identified a need in the jurisdiction of the CHA which includes the City of Chattanooga and Hamilton County, TN, for certain affordable housing opportunities for families or individuals.  CHA will make available project-based vouchers in its HCVP for existing efficiency, one-, two-, three-, four-, and five-bedroom units located in Chattanooga and throughout Hamilton County.


     Proposals should be emailed in PDF format to dchadwick@chahousing.org by 5:00 p.m. EDT on Thursday, June 25, 2020.  Emails should be clearly marked "RFP #V-884-00, HCVP Project-Based Assistance for Existing Housing Units."  The original documents will be requested from those entities that are awarded the project-based vouchers.

     CHA reserves the right to reject any or all proposals or to waive any informalities in the proposals.

The Chattanooga Housing Authority (CHA), is seeking proposals from firms to provide consulting
services to perform Physical Needs Assessments (PNA)

 

The three low income housing tax credit
communities (LIHTC) - The Villages at Alton Park (275 units), Oaks at Camden (57 units), and Maple Hills (48 units).

 

The focus of this assessment shall be residential units, offices, and maintenance buildings contained within each development. CHA will use the results as part of discussions related to the possible exercise of the right of first refusal for CHA to acquire these properties. The assessment shall include reports with enough detail, supporting information and
expert insights that CHA can use in the purchase dec.ision making process and for developing proformas that include renovations with possible debt financing.


Please provide a firm, fixed price quotation to perform PNA's on each of the following three (3) properties.


The Chattanooga Housing Authority has the right to award one firm all, two, one, or not award any of the properties and may award individual properties to separate firms based on the prices. Please include with your proposal a schedule to perform the work if your firm is awarded a contract.
