Chattanooga Housing Authority Open Solicitations

INVITATION FOR BID (IFB)  

CHA SOLICITATION #D-966-08 

EMMA WHEELER LAUNDROMAT CONVERSION  

 

The Chattanooga Housing Authority (CHA) is currently soliciting bids for GENERAL  CONTRACTOR services for Emma Wheeler laundromat conversion. 

Deadline to submit bids online to the Bonfire website is 11:00 am EDT Friday, June 16th, 2023, at  which time there will be a public bid opening in the IT Room at CHA’s Central Office, 801 N. Holtzclaw Avenue, Chattanooga, TN 37404. Bids will be downloaded from the Bonfire website and read aloud. 

 

A pre-bid meeting will be held on Thursday, June 1st, 2023 at 10:30 a.m. at Emma Wheeler Administration Building located at 4900 Edingburg Dr # A, Chattanooga, TN 37410. The meeting  will include a tour of the buildings. The project manager for CHA will be present. Due to the  extent and nature of this project, recorded attendance from a qualified representative is strongly  recommended in order to submit a qualified bid.  

 

Digital drawings and bid documents may be obtained from the Bonfire website,  https://chahousing.bonfirehub.com/portal. Questions are to be submitted through the Q&A  portion of the Bonfire website by 2:00 pm EDT on Friday, June 9th, 2023. Addenda  will be issued and acknowledged through the Bonfire website as necessary. Hard copies  of documents will be available after 3:00 p.m. on Friday, May 26th, 2023 at American-Campbell,  Chattanooga, Tennessee 37404; (423) 698-2876; american-campbell.com A non- refundable  printing fee payable to American-Campbell Reprographics must be remitted  when drawings are obtained.

Sealed bids will be received by submission of 1 complete Electronic proposal in pdf/A (Archival)  format at https://chahousing.bonfirehub.com/portal.

This is mandatory. Log on to register as  soon as possible. Submit your bid through their website per directions in IFB and provided by  Bonfire via email. Documents may be deleted, revised, and reposted at any time before the final  deadline. Original signature hard copy will be required from the awardee only.

Addenda, RFI responses, clarifications, and any other additional information regarding the bid  documents will be distributed to the registered list of bidders ONLY. 

 

Bids must be submitted plainly marked as follows: "CHA Solicitation #D-966-08- Chattanooga  Housing Authority Central Office, Emma Wheeler laundromat conversion” The following  information must also be present: Bidder's name, state license number and expiration date;  name of electrical, plumbing, heating, ventilation, and air-conditioning subcontractors and their  respective state license numbers and expiration dates, and the date and time of bid opening.  This information is outlined in the bid cover sheet, Attachment A.  

Each contractor submitting a proposal must hold a license to operate in the State of Tennessee.  All contractors and subcontractors must be licensed in accordance with TCA §62-6-119. Bidders  must provide all contractors’ and subcontractors’ current licenses with bid. Bids must be  submitted according to the “Instructions to Bidders.”  

No bid may be withdrawn for a period of ninety (90) calendar days from the official bid date. CHA  reserves the right to reject any and all bids or to waive any abnormalities in the bids.  

Attention is called to the provisions for Equal Employment Opportunity. Davis Bacon wage rates,  as set forth in the specifications, are the prevailing wage rates for this project.  

A Bid Bond will be required for contracts that are more than $100,000. The successful bidder for  a project over $100,000 will be required to furnish and pay for a satisfactory Payment and  Performance Bond. When a Payment and Performance bond is required or applicable, the actual  cost of the Payment and Performance Bond will be the responsibility of the contractor to include  in base bid and will not be reimbursed by owner. Each bidder of a contract totaling greater than  $100,000 shall accompany his/her bid with a signed certificate from a Surety Company  acceptable to the Owner stating that such surety will provide the bidder, if awarded the Contract,  with required Payment and Performance Bond.

RFP - REQUEST FOR PROPOSALS FOR
EMPLOYEE BENEFITS CONSULTANT \ BROKER SERVICES

 

Proposals due by Wednesday May 17, 2023 at 5:00 P.M. EDT

The Chattanooga Housing Authority (CHA) is seeking proposals from offerors for a Employee Benefit Consultant\Broker Services for the following types of policies: life, critical illness, accidental, long-term & short-term disability. Provider must employ one or more insurance agents licensed for life, critical illness, accident, disability, & other voluntary policies according to the relevant State of Tennessee laws and regulations.

The CHA uses Bonfire for all proposals.

 

Responses will be made by going to Bonfire’s website. Register for a free account and then review the RFP documentation.  All instructions must be followed within the RFP.  Proposals must be posted on Bonfire’s website no later than the deadline.  Failure to do so will mark the proposal not accepted.  CHA reserves the right to reject any or all proposals or to waive any informalities within the proposals.
