The Chattanooga Housing Authority (CHA) is currently soliciting bids for GENERAL CONTRACTOR services for Emma Wheeler Homes complete unit turn (cleaning, painting, and maintenance) of 3 units. (see attached scope of work)

 

Deadline to submit bids via sealed bid proposal or e-mail is 4 :00 pm EDT Tuesday, March 2, 2021, at which time there will be a public bid opening at Emma Wheeler Homes management office, 4900 Edingburg Drive, Chattanooga, TN 37410.

A tour of the units can be scheduled for any date (during business hours) from February 16 - March 2, 2021. The maintenance supervisor for EWH will be present. Due to the extent of this project, recorded attendance from a qualified representative is strongly recommended in order to submit a qualified bid. Observe preventative health measures while in attendance:

1.    Wear a protective mask.

2.    Maintain at least 6 feet of distance from other persons.

3.    Remain at home if you feel sick.

4.    Practice good personal hygiene.

5.    Temperatures will be taken.

 

Bids must be submitted plainly marked as follows: "IFB Solicitation #O-882-08 - CHA Emma Wheeler Homes." The following information must also be present: Bidder's name, state license number and expiration date; name of electrical, plumbing, heating, ventilation, and air-conditioning subcontractors and their respective state license numbers and expiration dates, and the date and time of bid opening. This information is outlined in the bid cover sheet in CHA Project Manual front end.

 

Each contractor submitting a proposal must hold a license to operate in the State of Tennessee. All contractors and subcontractors must be licensed in accordance with TCA §62-6-119. Bidders must provide all contractors' and subcontractors' current licenses with bid. Bids must be submitted according to the "Instructions to Bidders."

 

No bid may be withdrawn for a period of ninety (90) calendar days from the official bid date. CHA reserves the right to reject any and all bids or to waive any abnormalities in the bids.

 

Attention is called to the provisions for Equal Employment Opportunity. Davis Bacon wage rates, as set forth in the specifications, are the prevailing wage rates for this project.

 

A Bid Bond will be required for contracts that are more than $100,000. The successful bidder for a project over $100,000 will be required to furnish and pay for a satisfactory Payment and Performance Bond. When a Payment and Performance bond is required or applicable, the actual cost of the Payment and Performance Bond will be the responsibility of the contractor to include in base bid and will not be reimbursed by owner. Each bidder of a contract totaling greater than

$100,000 shall accompany his/her bid with a signed certificate from a Surety Company acceptable to the Owner stating that such surety will provide the bidder, if awarded the Contract, with required Payment and Performance Bond.

CHATTANOOGA HOUSING AUTHORITY RENOVATION TO FIRE DAMAGED DWELLING UNIT AT EAST LAKE COURTS

 

The Chattanooga Housing Authority (CHA) is currently soliciting bids for GENERAL CONTRACTOR services for Renovations to Damaged Dwelling Building Project at Emma Wheeler Homes. 

Deadline to submit bids online to the Bonfire website is 3:00 pm EST Tuesday, December 15, 2021, at which time there will be a public bid opening in the IT Room at CHA's Central Office, 801 N. Holtzclaw Avenue, Chattanooga, TN 37404. Bids will be downloaded from the Bonfire website and read aloud. 

A pre-bid meeting will be held on Tuesday, November 30, 2021 at 10:00 a.m. at the damaged unit located at 2558 4th Avenue Unit #3, East Lake Courts site, Chattanooga, TN 37407. The meeting will include a tour of the unit. The project manager for CHA will be present. Due to the extent and nature of this project, recorded attendance from a qualified representative is strongly recommended in order to submit a qualified bid. REQUEST FOR PROPOSALS (RFP) CHA SOLICITATION #O-921-00 LAWN AND GROUND MAINTENANCE SERIVICES

 

      The Chattanooga Housing Authority (CHA) is seeking proposals from qualified entities to provide lawn and grounds maintenance services at all CHA housing developments and offices. Please respond by going to the Bonfire website link and registering as soon as possible per their instructions and download the complete RFP documentation. All proposals must be submitted and received online at https://chahousing.bonfirehub.com/portal by 4:00 p.m. EST on Monday, December 20, 2021 (per instructions in the RFP). Fixed Fee Schedule must be submitted as a separate Excel document on the Bonfire website. Proposal documents must clearly state they are in response to: RFP #O-921-00 – Lawn & Grounds Maintenance Services Authority-Wide - Due: December 20, 2021, 4:00 PM EST. Proposals submitted after the published deadline will not be accepted.

 

      Written questions are asked to be submitted through the Bonfire website’s Opportunity Q&A section by 5:00 PM EST on Tuesday, December 7. Responses will be posted on the Bonfire website by addendum for all Proposers of Record.

 

      A Presubmission Conference will be held at CHA's Central Office (801 N. Holtzclaw Avenue, Chattanooga, TN 37404) at 4:00 PM EST on Tuesday, November 30.

      CHA reserves the right to reject any or all proposals or to waive any informalities in the proposals.
