CHATTANOOGA HOUSING AUTHORITY

 

 

The Chattanooga Housing Authority (CHA) is currently soliciting bids for CONTRACTOR services for Emma Wheeler Homes Townhouse Renovations Phase I.

 

Bids, in duplicate, will be received until 2:00 p.m., Thursday, January 25, 2024 at the Development Department, Chattanooga Housing Authority, 801 N Holtzclaw Avenue, Chattanooga, TN 37404, at which time and place all bids will be publicly opened and read aloud.

 

A pre-bid meeting will be held on Thursday, January 4, 2024, at 10:00 a.m. at the Emma Wheeler Homes Gymnasium, located at 4900 Edingburg Boynton Drive, Chattanooga, TN 37410. The meeting will include a tour of the building. The project manager for CHA will be present. Due to the extent of this project, recorded attendance from a qualified representative is strongly recommended in order to submit a qualified bid.

Drawings, specifications, and bid documents will be available for download after 2:00 p.m. on Thursday, December 14, 2023 on the CHA website, www.chahousing.org

 

Bids, in duplicate, must be submitted in a sealed envelope plainly marked as follows:

"CHA Solicitation #D-978-08 – Emma Wheeler Homes Townhouse Renovations Phase I”

The following information must also be present on the outside of the envelope: Bidder's name, state license number and its expiration date; name of electrical, plumbing, heating, ventilation, and air conditioning subcontractors and their respective state license numbers and expiration dates, and the date and time of bid opening. This information is outlined at the end of the Bid Form in the project specifications.

Each contractor submitting a proposal must hold a license to operate in the State of Tennessee. All contractors and subcontractors must be licensed in accordance with TCA §62-6-119.  Bidders must provide a copy of all contractors and subcontractors current license within the bid envelope.  Bids must be submitted according to the “Instructions to Bidders”.

No bid may be withdrawn for a period of ninety (90) calendar days from the above-stated bid date. CHA reserves the right to reject any and all bids or to waive any abnormalities in the bids.

Attention is called to the provisions for Equal Employment Opportunity. Davis Bacon wage rates, as set forth in the specifications, are the prevailing wage rates for this project.

A Bid Bond is required and must accompany bids that are more than $100,000.  The successful bidder(s) for projects over $100,000 will be required to furnish and pay for a satisfactory Payment and Performance Bond and a Labor and Materials Bond. When a Payment and Performance bond is required or applicable, the actual cost of the Payment and Performance Bond will be the responsibility of the contractor to include in base bid and will not be reimbursed by owner. Each bidder of a contract totaling greater than $100,000 shall accompany his / her bid with a signed certificate from a Surety Company acceptable to the Owner stating that such surety will provide the bidder, if awarded the Contract, with required Payment and Performance Bonds.

The Chattanooga Housing Authority (CHA) is currently soliciting bids for GENERAL CONTRACTOR services for James A. Henry Hub Phase I – Head Start Facility.

 

Deadline to submit bids online to the Bonfire website is 2:00 pm EDT Wednesday, May 8, 2024, at which time there will be a public bid opening in the IT Room at CHA’s Central Office, 801 N. Holtzclaw Avenue, Chattanooga, TN 37404. Bids will be downloaded from the Bonfire website and read aloud. The meeting will also be accessible via Google Video Call, with the invitation shared through Bonfire's public announcement.

The project manager for CHA will be present. Due to the extent and nature of this project, recorded attendance from a qualified representative is strongly recommended in order to submit a qualified bid.
