The Chattanooga Housing Authority (CHA) is currently soliciting bids for GENERAL CONTRACTOR services for Emma Wheeler laundromat conversion.
Deadline to submit bids online to the Bonfire website is 2:00 pm EDT Wednesday, Sep 13th, 2023,at which time there will be a public bid opening in the Development Room at CHA’s Central Office, 801 N. Holtzclaw Avenue, Chattanooga, TN 37404. Bids will be downloaded from the Bonfire website and read aloud.
A pre-bid meeting will be held on Friday, September 1st, 2023 at 1:30 p.m. at Emma Wheeler Administration Building located at 4900 Edingburg Dr # A, Chattanooga, TN 37410. The meeting will include a tour of the buildings. The project manager for CHA will be present. Due to the extent and nature of this project, recorded attendance from a qualified representative is strongly recommended in order to submit a qualified bid.

Bids must be submitted plainly marked as follows: "CHA Solicitation #D-980-08- Chattanooga Housing Authority Central Office, Emma Wheeler laundromat conversion” The following information must also be present: Bidder's name, state license number and expiration date; name of electrical, plumbing, heating, ventilation, and air-conditioning subcontractors and their respective state license numbers and expiration dates, and the date and time of bid opening.

Each contractor submitting a proposal must hold a license to operate in the State of Tennessee. All contractors and subcontractors must be licensed in accordance with TCA §62-6-119. Bidders must provide all contractors’ and subcontractors’ current licenses with bid. Bids must be submitted according to the “Instructions to Bidders.”
No bid may be withdrawn for a period of ninety (90) calendar days from the official bid date. CHA reserves the right to reject any and all bids or to waive any abnormalities in the bids.
Attention is called to the provisions for Equal Employment Opportunity. Davis Bacon wage rates, as set forth in the specifications, are the prevailing wage rates for this project.
A Bid Bond will be required for contracts that are more than $100,000. The successful bidder for a project over $100,000 will be required to furnish and pay for a satisfactory Payment and Performance Bond. When a Payment and Performance bond is required or applicable, the actual cost of the Payment and Performance Bond will be the responsibility of the contractor to include in base bid and will not be reimbursed by owner. Each bidder of a contract totaling greater than
$100,000 shall accompany his/her bid with a signed certificate from a Surety Company acceptable to the Owner stating that such surety will provide the bidder, if awarded the Contract, with required Payment and Performance Bond.

The Chattanooga Housing Authority (CHA) is currently soliciting bids for HVAC CONTRACTOR(S) services for Emma Wheeler Homes RTU Replacement.
Bids, in duplicate, will be received until 2:00 p.m., Tuesday, September 12, 2023 at the Development Department, Chattanooga Housing Authority, 801 N Holtzclaw Avenue, Chattanooga, TN 37404, at which time and place all bids will be publicly opened and read aloud.
A pre-bid meeting will be held on Tuesday, September 5, 2023 at 10:00 a.m. at the Emma Wheeler Homes Gymnasium, located at 4900 Edingburg Boynton Drive, Chattanooga, TN 37410. The meeting will include a tour of the building. The project manager for CHA will be present. Due to the extent of this project, recorded attendance from a qualified representative is strongly recommended in order to submit a qualified bid.
