About the Chattanooga Housing Authority

 

The Chattanooga Housing Authority (CHA) opened our doors in 1938 to provide public housing and urban development programs to residents in Chattanooga and Hamilton County.

 

Our organization has a seven-member Board of Commissioners.  Commissioners are appointed by the Mayor of Chattanooga and are appointed to five-year terms.  The Executive Director of the CHA serves as Secretary to the Board and is responsible for our agency.  

 

We employ approximately 140 employees.

Modifications to the Chattanooga Housing Authority’s Admissions and Continued Occupancy Plan

​

The Chattanooga Housing Authority (CHA) will host a public meeting on Monday, October 2, 2023 at 4:00 p.m. in the Assembly Room at College Hill Courts, 1300 Grove Street, Chattanooga, TN 37402 to review preliminary plans for the revitalization of the Westside neighborhood and to review the City of Chattanooga's and CHA's plans to be co-applicants to the Department of Housing and Urban Development for a Choice Neighborhoods Implementation Grant, that will assist with the implementation of the One Westside Plan, which will create a vibrant, sustainable community with increased supportive services for residents.

AVAILABILITY OF DRAFT 2024 ANNUAL & FIVE-YEAR PLANS

The Chattanooga Housing Authority (CHA) announces the availability of its proposed 2024 Annual and Five-Year Agency Plans for public inspection and comment as of 8:30 a.m. EDT, on Monday, August 1, 2023, at the CHA Central Office at 801 North Holtzclaw Avenue, and on the CHA website at www.chahousing.org.

 

The CHA is accepting written comments from the community at large about any facet of the Plans.  Written comments may be mailed to:  Attn:  Annual Plan Comment, c/o Chattanooga Housing Authority Executive Office, 801 North Holtzclaw Avenue, Chattanooga, TN 37404, or by email to ed@chahousing.org.   Written comments will be accepted through 5:00 p.m. EDT on September 14, 2023.

 

Copies of the Plans will also be available for review at all CHA development offices, the City of Chattanooga’s website, and the Bicentennial Library.

 

A public hearing will be held with CHA’s Board of Commissioners on Tuesday, September 26, 2023 at 12:30 p.m.  at the CHA’s Central Office located at 801 North Holtzclaw Avenue, Chattanooga, TN.    Upon adoption by the CHA Board of Commissioners, the Plans will serve as a business plan for all facets of CHA operations and policy.

17.1 Housing First Programs

 

CHA has allocated up to 25 units at the Emma Wheeler Homes, East Lake Courts and Boynton Terrace, and up to 50 units at College Hill Courts.

 

This proposed change incorporates East Lake Courts and Boynton Terrace into the CHA’s Housing First Program, which serves people experiencing homelessness who have been referred by an organization that agrees to provide case management services in accordance with the CHA’s Housing First Memorandum of Understanding.

Management Plan for PBRA Highrise Sites Section 3.3.3

 

Preference Category 2 will reflect a preference for Elderly Families participating in the Housing First Program.

 

Preference Categories 2, 3 and 5 in the current section will be renumbered to reflect  preferences 3,4 and 5.
